Recognition and official acknowledgement of Certified Tradable Credits that
have been brought through the state sanctioned Approval & Accreditation
Process and been Certified, occurs here.The Registry, as setup, provides for
registration, deposit, transfer and external transaction of all CTC's, as
defined above.It will cover each of the following categories:Emissions
Inventory, Emissions Reductions Inventory and Offsets Inventory. Both Direct and
Indirect Reductions will be allowed. The Facility Level of a corporation will
be whats regulated or whats counted as a Credit. Whereas, the Entity or Corporate
Level will be whats required to be reported in the Approval Process to insure
against leakage.
Under the functionality chain, the Registry becomes a part of the compliance
mechanism. It is the last step on a state's part of promulgating regulations,
mandating reductions, approving-accrediting-certifying proposal applications
and then officially reporting the acceptance by allowing their placement in
the Registry. In the case of Massachusetts, the role of ISO New England will need
to be defined. They provide emission inventory levels for covered facilities
and data elements for 'Baseline Protection'. ISO New England is not setup to
report emission reductions and offsets from outside the Grid or from other regimes
(ie. CH4 from coal mines, SF6, PFC's and HFC's) and from other sectors (ie.
transportation). With time the Registry will be expanded to cover all
regulated sectors and a region wide geography.
This Registry is a database of emissions and CERCs tracked on a facility
basis and on an entity-wide basis. For a fee, the Registry would be available to
Regulated Entities, CERC creators / generators, CERC certifiers and CERC
investors.Certain components of the Registry would be made available to
Regulators and the general public at no charge, fulfilling the increasingly
prevalent requirement of transacting entities and state regulators that the
registry be public. For Regulated Entities, CERC generators, and CERC
investors, the Registry would act as a storehouse or "bank" for Credits. For
Regulators, the Registry would act as a tool for tracking actual compliance
against prevailing requirements.
