Boston Carbon Corporation Services - Market Development

Boston Carbon has been, is and will be involved in a number of market development activities to help stimulate the growth and flourishing of international GHG emission Credits trading. In order to accomplish this, it has been necessary to establish an internationally accepted standard for a Credit that would meet any state, country or other jurisdiction's criteria for acceptance and recognition (i.e. a 'gold standard'). In the absence of any official demarcation to that effect, Boston Carbon (BCC) coined and detailed the 'Certified Tradable Credit', the Certified Tradable Offset' and the 'Certified Tradable Credit Process'. This Credit, Offset and Process stem from and draw their strength for universal acceptance from the United Nations Framework Convention on Climate Change (UNFCCC). This is the embryo of all Approval and Accreditation Processes and of all Trading Mechanisms commonly used and accepted in the world.

BCC has targeted key locations (where regulations are being promulgated and/ or trading regimes are being setup) and proselytized the cognizant governing body / ies, for that location, on setting up a marketplace that is built on the regulations and establishes a process that permits international trading of the Credits. This Process, the Certified Tradable Credits (CTC) Process, is explained in detail in the section of the website labeled 'About Greenhouse Gas' (GHG). BCC has been and is conducting a campaign to have each location recognize, commit to and setup the CTC Process including its components:

  • Approval, Accreditation and Certification
  • Monitoring, Tracking and Recording
  • Reporting and Accounting
  • Registry and Banking
  • Rating of the Credits
  • International Trade

Efforts to date have focused on locations and venues where significant activity is expected, where being first means being a model and where the location itself perceived rationale for being attentive to BCC's proselytizing. These regions have included: the Northeast United States, Canada, Scandinavia, Russia and Kazakhstan. Each location has its own special circumstances which have warranted these efforts.

Northeastern United States
BCC has recognized that Massachusetts' first in the nation regulations will become very important. Therefore, BCC began working with the Massachusetts Department of Environmental Protection (DEP) and its Executive Office of Environmental Affairs (EOEA) to advocate adoption of the CTC Process. This has spread to similar efforts with the Northeast States Controlled Air Use Management (NESCAUM), with the New Hampshire Department of Environmental Services (NHDES), and the Council of State Governments (CSG) via private meetings and through public stakeholder meetings. During the various meetings, it was evident from the discussions that emphasis needed to be placed on the governmental authorities sanctioning all bonafide (CTC Approved) emission reductions for registration and use. To that end, several utilities, consultants, the Nuclear Energy Institute and BCC formed a coalition to espouse a set of principles for the government authorities to accept and employ. Prominent parties were enlisted to add their influence to the cause. BCC joined the NECBC (New England Canadian Business Council) which led to meeting the heads of the New England Governors Conference, Inc.and the NEG / ECP (Eastern Canadian Premiers), all of whom want to promote Northeast Region wide - uniform regulations and trade of GHG emission Credits. As outgrowths, BCC will meet with the Boston Globe to plan a series of Op Ed pieces plus write articles for the NECBC quarterly newsletter that all capture the theme that 'Massachusetts needs to get it right' by doing all the steps in and setting up the CTC Process, as it will become the Model for the Nation. BCC has introduced IAS of RW Beck and Global Carbon Holdings to the above bodies so as to establish officially sanctioned Approver-Accreditors and Registry /Bankers.

Canada
Canada has ratified Kyoto and is establishing mandated reductions of GHG emissions across the country. The Canadians seem to have a deeper national social conscience than the US does. Canada has always been the US's largest and a natural trading partner. Canada can be a net seller of GHG emission Credits with their abundant hydropower, natural gas, forests and nuclear power. BCC can draw from its ties to and the development of New England to expand to a Northeast Region, including the Eastern Canadian Provinces (through Ontario). From there it is only a short step to replicate this all across Canada. BCC has found Acres International to take on the role of Approver-Accreditor across Canada. Acres is extreemly well connected with all the provincial governments, the electric grid and much of industry throughout Canada.

Scandinavia
The nations of: Iceland, Norway, Denmark, Sweden, Finland, Estonia, Latvia and Lithuainia have joined to form the Scandinavian Trading Regime for GHG emission Credits. The Scandinavians are close knit, tightly disciplined and progressive in their approach to new concepts. They are also aloof to the activities of the Germans, French and English. Thus, it can be presumed that their new trading regime will remain exclusive and separate. The Regime has also designated DNV (Dansk Norsk Veritas) as an official Approver-Accreditor of GHG Credits for the Regime. The STR has also determined that LNG and LNG Tankers are important fields for GHG Credits. Bergesen, a prominent Norwegian shipper, has come to the attention of the STR, with the result that Bergesen has decided to bring their LNG Tanker 'Boil-Off' Credits project forward as an important early model for the SRT. Bergesen is a client of BCC for their Havfru LNG Tanker 'Boil-Off' GHG Credits Project. BCC anticipates an entree to the SRT through this project.

Kazakhstan-Russia
BCC and Access Industries have designed a five phase Bogatyr GHG emissions Project at BAK (Bogatyr Access Komyr- subsidiary)'s coal mine in Ekibastuz to serve as a model for a whole series of methane recovery projects across Russia, Kazakhstan and the former CIS Countries, from coal mines, oil fields and non- associated gas fields.This allows BCC to gain considerable notice and reputation. Russia holds huge opportunities for BCC with Access and Entergy in methane recovery, nuclear expansion and Public Private Partnerships with the Russian government and RAO-UES (all of which Access intends to pursue).Russia has the potential to become the world's premier supplier and seller of GHG Credits.
