Establish 'platinum' grade Credits for Greenhouse Gas (GHG) Emission Reductions on a worldwide basis by establishing the Certified Tradable Credits (see CTC Tab) Process as a standard acceptable anywhere in the world for trading. The first model is being created in Massachusetts and will spread to the other ten states of the Northeast Coalition, Canada, Russia and the former CIS Countries.
